Title: Feldman 1910 Birth Cert Impossible From NYC Dept of Health
Description: The extra rigid requirements for obtaining Birth Cert copies beginning with 1910 births in Manhattan really has me frustrated. Even though I have the cert number, I can not prove to the Dept of Health that my relative is deceased. Shortly after his birth his mother "changed" his surname (Feldman) to that of her 2nd husband (Niedergerke). All records such as Soc Sec Application and death cert only refer to the new surname. Any ideas you may have to work around this obstacle would be appreciated.
