1698 Eastchester, Westchester, NY Census

This census, titled "Census of Inhabitants of the Town of Eastchester" which seems to be a census for every household member, and if a female only is listed by name, is she the head of house?
"Families of the Colonial Town of Phillipsburgh" by Granville MacKenzie, published 1966 lists no source citations for naming Ruth Chaderton as a d/o William Chatterton, but on the 1698 census she is listed by herself, far away from the listing of William Chaterton, Deberah Chaterton, Thomas Chaterton and Deberah Chaterton - this is a listing suggesting a family group.
Also, the "Families" list an Elizabeth as wife of William, as well as an Elizabeth as wife of son Michael. Also listed is the same death year for both William and son Michael.
