Orphanage/Foster Care Records

My mother was an orphan in NYC and I'm searching for her records from either the orphanage or foster care agency, but I haven't had much luck. I contacted the JCCA, but they weren't able to come up with anything. Does anyone have any idea where I may be able to obtain the records? She was born in 1929. Thanks.
