Charter of Liberties authors 1683

I'm attempting to confirm an unattributed quote in Mary Thomas Seaman's "The Seaman Family in America as Descended from Captain John Seaman of Hempstead, Long Island" (pages 20-21) (available at archive.org) indicating Captain John Seaman represented Hempstead Township at the 1683 meeting of the Governor's Council and elected township representatives and that he was on the committee that drafted the Charter of Liberties and Privileges at that time (actually Oct 17?). As best I can determine, Captain Seaman is in my family line. Is there a primary or reliable secondary reference that might confirm: 1) his participation at the meeting, 2) his participation on the drafting committee? Any help or advice would be greatly appreciated.
