Did traveling Minister or military Minister records survive the Rev. War? North of Albany

This would be between 1777 and 1800, during the War and then the counties to the north of Albany County being divided up. There are no "organized" American churches yet so ponder where all the family births and marriages were recorded. They are not in Albany church records. What I am thinking is like Ballston where Eliphalet Ball was the Presbyterian minister in the Saratoga or Washington County area yet the church was not built until after the war. The other idea for missing church records is they were done by the appointed military minister yet would not know where to look for those.

Culver Family

John D. Culver, born about 1796 in probably western New York (Ithaca, etc.). He married Sabra Sybil Ball (Born 1796, possibly in Vermont or New York State). Their first three or four children were born in New York State (not sure where, but most likely western New York). They then moved to Warren, Warren County, PA and had seven more children. The Culver family is quite large and it seems I have exhausted all of the avenues to learn exactly who John D. Culver's parents were. It's like he just dropped out of the sky, landed in Warren, PA and went on about his business.
